Hi Graham, I'm not sure I agree with this definition. There are plenty of registered non-profit organizations that have full staff compliments and are financially supported through their operations without making any profit whatsoever. (And as registered non-profit organizations with tax exemption as a result the networks they run are also non-profit)
These organizations can also be fairly geographically disperse and their staff members may well be fully paid employees. However, the network is still a non-profit network.
