Graham I would like to see something like that happen but I don't agree with your def of non profit Org.

they key point for a non profit ORG is that the organization that does not distribute its surplus funds (in case there are some) to owners or shareholders, but instead uses them to help pursue its goals. That is why they can be Tax exempted.

The volunteer requirement was something that was copied from the policy in the ARIN (North America) region. I agree that it does not fit with the structures of many non-profits in our region and I would be in favour of removing that requirement.

Many people that I have discussed this with seem to be in favour of a structure where the non-profit is required to be registered with a local non-profit authority. Details of the registration will have to be submitted with the application and will be reviewed by the board on a case by case basis.

I think this is a very viable option.
