In the packages I've worked with, this has always been policy.  It's not
difficult to ensure that all of the proper symlinks are always shipped
in a package.

(Using ldconfig to generate missing symlinks is a really bad crutch,
IMHO, that should be avoided.  Most people don't realize this, but
ldconfig (and ld.so.cache) aren't actually needed for a linux system to
operator correctly.)
