Okay, glibc having its own libintl is a likely reason for this being hiding so
long (I know folks have been compiling with other libc's along the way but
maybe they've just disabled nls). So there's a bug in there alright. However,
N_() is only ever used in the popt tables, but otherwise _() is used by the
other tools too, so there seems to be more to it than that.
