Best I understand it, sounds like:
a. Split the RPM and DNF move to /usr, such that RPM move happens for
Fedora 36 and DNF move happens with DNF 5 ~Fedora 38;
b. Do not apply the RPM to /usr move on upgrades, only apply to new
clean installs;
c. there should be a symlink /var/lib/rpm -> /usr/lib/sysimage/rpm

I'm considering the pros and cons of just waiting until Fedora 38, or
such time as a Btrfs subvolume layout for transactional updates
(snapshot and rollback regime) is ready to be deployed, if earlier.
There doesn't seem to be a clear advantage of waiting.

Do rpm-ostree folks prefer to keep the symlink /usr/lib/sysimage/rpm
-> /usr/share/rpm or start directly using /usr/lib/sysimage/rpm? And
if so, any preference on when, in terms of Fedora releases?
