That's because the rfc-9580 chose to create new algorithm ids for the eddsa 
curves and declare the old one "legacy" (IMHO for no good reason at all).
The old eddsa worked like ecdsa, i.e. the first mpi describes the curve to use. 
With the new algorithm ids, every curve gets its own id. The signatures are 
also encoded in a different way.
