Yeah. I think worrying about that problem is out of scope for us. The
expectation with that variable is that it is environment-persistent (that is,
if it is set, it is unlikely to be unset) because resetting it would break
things.
That said, `XDG_CONFIG_DIRS` is for being able to look up in multiple locations
for scenarios like this...
