Conan-Kudo left a comment (rpm-software-management/rpm#3750)
It's a bit of a mixed bag, but it's more common these days to do configuration
migration since users wind up being surprised when you don't and they never
actually _do_ anything and it breaks when the old path/format/etc. is dropped.
