Oh, this is actually a regression, not something that's expected to happen.
Whether there are installed packages signed by that key or not is none of
rpmkeys' concern, it just does what the user commands it to.
Can reproduce, and bisected down to commit
f81278f3ac9868e01288d45beeafc055d3663a3c. It seems like the full fingerprint
matching doesn't quite work here.
