Hey there, I ran into this bug because the expired-pgp-keys DNF plugin was 
failing to remove a specific Copr pubkey at the start of _every transaction_, 
despite a message to the contrary, and was also unable to remove it using `sudo 
rpmkeys -e`. In both cases I confirmed it wasn't removed via `rpmkeys --list`.

I was only able to remove it using `sudo rpm -e --allmatches`, which allowed 
the new key to be obtained. A hotfix for this issue would be appreciated.
