Winetricks itself is certainly free. You seem to add a rule saying approximately "a package that exclusively operates on proprietary software is put in the non-free repository, regarding of its own license". Or some more general version of that rule. Maybe it is intended that way. But if that is the case, I would certainly recommend clarifying the packaging guidelines referenced above.
