Do you mean that the package will not work with FOSS plugins cross-compiled for windows if the Adobe Reader and Silverlight plugins download are disabled ? I still don't understand why downloading would be disabled in the fedora package ? SRP is part of gnutls upstream and that doesn't prevent it to be disable in fedora, that's the same.
