Fedora are not very happy with emulators and were not allowed a long time ago. It's also in the RPM Fusion wishlist https://rpmfusion.org/Wishlist Not using ffmpeg reduces the features, you can't record video from RetroArch for instance, which is very handy. And some other cores really needs ffmpeg to do audio support (ppsspp comes to mind, without them you only get video which is unconvenient).
