It would be fine if your particular plugin would be packaged within rpmfusion. We cannot fix the internet, but we can at least take care of the packages that we distribute.
If the kodi package you are using is still using python2, I'm fine with having it only up to f32, but then start looking at the development version for kodi 19 and python3 support.
