It seems to me that "do not affection operational concerns" is either
too vague to be useful or significantly broader than most of us intend.

I know what this means in IETF-ese: "with/without hats". Do not switch
languages while using IETF jargon.
It is in a BCP:
"All participants, particularly those with English as a first
language, attempt to accommodate the needs of other participants by
communicating clearly, including speaking slowly and limiting the use
of slang." [0]
I know exactly what "chapeau" means, but this one is exclusionary.
