Chapeau is a term commonly used to refer to a preface of a section or provision of legal text. As we are all doing legaleze here, it seemed an appropriate usage. I now see that it has not been so defined in most dictionaries. No, let's not debate an email message that has served its purpose. Sorry for any confusion it caused you.
