Definitely. My comment about preferring U+NNNN over the surprisingly surprising concept of Unicode names in the example in 7997bis was about the function of the example in teaching common sense, not about asking to codify a hard requirement (which an example does not usually set out to do anyway). (Teaching common sense? Remember, every second five people are born that have a more limited extent of common sense than you and I have.)
