For the specific bug, it may help to note that both the red and the blue
circle display. The three circles look like they belong together. But
the code points of the red and blue one are U+1F534 and U+1F535, in
block 'Miscellaneous Symbols and Pictographs', introduced in Unicode
6.0, whereas the green one is in block 'Geometric Shapes Extended',
U+1F780 - U+1F7FF) at U+1F7E2, and was added in Unicode 12.0. That may
mean that the PDF generating system has a font available for the U+1F5xx
range, but not for the U+1F7xx range.

The datatracker uses its own PDF generation mechanism that is unrelated to the
xml2rfc-based one used by the RPC.
This mechanism has its own bugs and leads to all kinds of spurious review
comments when people are using those PDFs to review drafts.
I have no idea why we are doing this.
This needs to stop and the broken PDFs discarded.
