PRECIS is only an informative reference in RFC 9839. I swear I am a laid-back easygoing person, not a relentless pedant. RFC 9839 is written the way it is because it must cover free text, not just identifiers. Think of tweets or emails, not just domain names or email addresses. thanks, Rob
