I had the exact same problem basically. We switched to version 2.3.2 (from
the latest, 2.4.3?) I believe and that seemed to work correctly. Went from
taking 15minutes to "do nothing" to about 20seconds. I have no idea why the
latest version of Rsync doesn't work correctly for us, but 2.3.2 is working
flawlessly.
