Right now you would need to setup a build environment with pbuilder-dist (ubuntu-dev-tools package). Are you familiar with these tools? A good start would can be found here: http://packaging.ubuntu.com/singlehtml/index.html#document-ubuntu-packagin g-guide/getting-set-up You can setup virtual Ubuntu building environments. Currently I have virtual environments for Precise (AMD/I386) and Saucy (AMD/I386). I would recommend to create a dedicated user for packaging and put the git content https://github.com/rsyslog/rsyslog-pkg-ubuntu into the users home directory. This is how I am working right now.
