pbuilder-dist create the virtual enviroment, for example this will create
a minimal saucy amd64 environment:
pbuilder-dist saucy amd64 create

No, if you follow Step 2
(http://packaging.ubuntu.com/html/packaging-new-software.html), you will
automatically come to the step where you setup the virtual environments.
