Please post URLs you are using to get the version, because it is unclear which version you are really using - Github can create a tarball for you - There's a tarball uploaded to GitHub - There's a release tarball on rsyslog.com ... - Something else? But for me it seems like "make dist" is really broken. Thought that this was only related to the test suite [1][2] but I share you observations and have the feeling there's more. I hadn't the time to look into this yet, but for Gentoo we decided to hold back v8.10 and v8.11 at the moment due to broken release tarballs.
