For what it's worth, I'm experiencing the same since July 11 on EL6 using the
rsyslog-stable repos.  Another thread mentions rsyslog-8.20 released, but no
binaries, and I haven't checked if it resolves the dependency.  libfastjson
0.99.3 provides libfastjson.so.4, apparently.

yes, you need libfastjson 0.99.2 for libfastjson.so.3

libfastjson0.99.3 was released yesterday, and since it provides libfastjson.so.4 due to non-backwards compatible changes and the packages compiled against 0.99.2 are looking for the old .so files, it broke the packages

Adiscon attempted to reset the repositories today in an attempt to fix this(they are in Germany, so their day starts a little after midnight Pacific time), and it looks like the reset repos may be missing libfastjson.

At this point I would be surprised if this got fixed in < 10 hours, but also surprised if they didn't fix it within 18 hours or so, just due to time zone effects.
