Why are U building a arm-elf toolchain? That's for bare-metal systems,
if you aren't going to using a operating system (like linux)
If you're planning to use linux, the target tuple is like
'arm-unkown-linux-gnu'...

I think it's because you are using outdated tools, or build tools for a
arm-elf system.
If you want to compile a arm toolchain by hand I'd suggest to try:
'http://kegel.com/crosstool/' grab the latest snapshot release
(0.28-rc35 ATM).
