There has been a long thread on this topic on comp.realtime. The
conclusion is that NT (and Linux) _can_ be made "real-time" with a lot
of precautions (don't move the mouse etc), but certainly not hard
real-time, especially not so if you want better latency than 10s of
milliseconds.
Comparing NT with rtlinux is completely out of scope: the latter has
1000 times better latency guarantees than the former.
