For all experiences I've got, the AGP bus is seen has
PCI card on bus=1 (whereas bus=0 for other PCI)
But this is for 3 slot PCI.
I've seen HP Kayak PC (haven't look at motherboard ref.) which have
- 3 PCI slot as bus=0
- 3 other PCI slot as bus=1
- and 1 AGP as bus=2

As you can see, AGP is no more then PCI for programation with bus
difference and CONFIG_SPACE longer.
( PCI_CONFIG_SPACE+other_function like (2xAGP,4xAGP,32/64/128 bits
access ...)
