[Rails-core] partial layouts + content_tag_for

It appears that the new partial layouts don't work in conjunction with content_tag_for. The call to render with :template doesn't return anything if the template uses content_tag_for.

After a quick glance at the code, I'm guessing it's due to #render and #content_tag_for using #capture, and a quick informal test shows that nesting capture calls does return nothing. Would the ideal solution to this be to make capture work with nested calls?
