Seems the - was replaced for another similar character somewhere (I 
suspect Windows).
Now works:

c:\testror\TreeSNPs_pub>gem install rails -v1.2.5 --include-dependencies
INFO:  `gem install -y` is now default and will be removed
INFO:  use --ignore-dependencies to install only the gems you list
Successfully installed rails-1.2.5
1 gem installed
Installing ri documentation for rails-1.2.5...
Installing RDoc documentation for rails-1.2.5...
