why not enforcing in a way or another a API compatibility test suite for ensuring at least a certain level of compatibility between two version? I think it is something quite doable, and moreover this would kinda force the package manager to write unit tests which is always a good practice.

One other thing: I don't believe "a certain level of compatibility" is a useful attribute to track in releases. Either something is fully compatible, or it breaks existing software. It might be useful to judge the suitability of software for release (i.e., software passes one release-readiness test when it's fully compatible with a previous release), but that's a different thing, imho.
