Your experiences with the PO is indeed unfortunate.  However, I had a 
similar experience with Fed Ex ground that I'm still trying to resolve. 
 I sold a photographic enlarger (e-bay) to a Canadian.  I shipped two 
packages, filled out all the proper paperwork etc.  One box made it just 
fine but the largest came back to me after about two weeks.  I go back 
to Fed Ex and ship it out again--completely different procedure with the 
paperwork.  Two weeks later the box comes back to me again--looking 
pretty beat!  We go back down to Fed Ex again and it leaves and finally 
arrives.  Part of the item is damaged however and now Fed Ex wants an 
extra $60 for some kind of customs and brokerage fee--not fun.  Worst 
thing is that the people in USA Fed Ex won't talk to the Fed Ex people 
in Canada!
     Now the required RR content.  When I was a kid the mail came into 
my home town in the boonies of South Dakota via the Milwaukee and it's 
semi-famous branchline combine.  My Aunt and future Step-father worked 
in the Post Office.  Well the combine and several tank cars left the 
rails a few miles from town.  The railroad tried to sell the seeping 
road tar directly to farmers to use on there roads.  In the combine, 
cream cans of sour cream spilled over all the mail.  So the mail was one 
day late and soaked with the sour smell and dampness of cream product.  
     It wasn't long and the combines were gone.  The cronic lateness of 
the train caused the Post Office to pull the contract.  However by what 
I hear maybe those really were the good old days!
