I use about 3 or 4 water to 1 glue. I add some Ivory Liquid dish soap to help 
break the surface tension. I think the problem you describe may be due to the 
applicator as much as the glue. Few cheap sprayers provide a real mist. I 
have had good luck using an Elmer's Glue bottle as the equivalent to the 
eye-dropper. It is as controllable and holds a great deal more.
