Hi Randy;

All the things you specify could work right on the current S Scale List and 
accompanying Files and Photos areas. In a way, they do work here.

I think most people are looking for something a bit more organized. Excellent 
examples of what could be done can be seen with the on-line modeling magazines 
sponsored by the PRR,  B&O and SCL historical societies.

The down side, as Roy mentioned, is that you need to pay for at least the 
domain name and server with sufficient band width to allow large files to be 
downloaded by multiple people. Most free services are too limited. 

You also need a bunch of people acting as editor, layout person, maybe 
columnists. And authors. The good news is that you avoid the issues of printing 
and print quality, postage, etc.
