The module operators are standing in the hillside at the middle of the picture.
You can
see the road that runs behind the tower cut into the side of the hill. The wide
area
beneath the middle, on the left side of the yard, is where the track rises to
match the
elevation of the road, forming the hump.
The last I knew, the road was a public highway. You could stand a few feet away
from
the tracks and watch the cars go over.
