Smith & Sons does provide ballast for S-Scale, they provide ballast for all 
scales. Just because a company markets products for a particular scale doesn't 
mean that is necessary the right choice, I have always heard that one should 
use the next scale smaller when it comes to ballast therefore HO scale ballast 
would be correct for S-Scale. The best way to deterime what is correct is to 
obtain samples and actually install it on your layout and evaluate the results, 
usually ballast is slightly darker after it has been glued in place.

I echo the recomendation of Mike on the use of classic train  ballast.  Its 
nice to find something scenery related made for s scale.
