With the recent discussions about Del-Aire products, isn't there some kind of 
rotary shut-off valve that could substitute for the toggle? Alternately, the 
toggles themselves commercially available from some other source.

On another front, the local pharmacy supplies a small cylindrical plunger type 
gadget with one of my wife's prescriptions to measure her doses. She just 
discards them, but I absconded with a couple of them and connected them with a 
piece of tubing. "VOILA!" They work very well as a hydraulic plunger with air.

I would think there should be a way to adapt these to model railroad use. I'll 
post pictures later.
