Hi Michael; As far as I know, the only trucks in S with the rotating end caps were made by Smoky Mountain Model Works (Jim King) in both 70 and 100 ton versions. They are now OOP, but you might turn up a few someone is willing to re-sell here or on Ebay.
I thought that the Ace trucks had covered bearings, but looking at the Iron Rail Models site suggests that they have simulated (non-rotating) exposed bearings. Both SHS and AM offer RB trucks with fixed, simulated bearings. SHS lists theirs as 70 ton and AM calls theirs 50 ton. I didn't see a truck available separately as a part on Des Plaines Hobbies/ S Scale America site so I don't know what they offer. Pieter E.
