As you know, Floquil always had their Logo feather plainly printed on every 
cap, and everyone but this person knows the formulation was changed.
So much for Testors reliability answering questions.  This is their reply:
 
 
Dear Hobbyist,

We have no new formulation.  I don't know what cap color the paints had before 
we purchased the Floquil line more than 20 years ago.  Our cap colors are never 
set in stone.  Sometimes suppliers are out of one color and we get the other 
but I assure you we have had no formulation change.
