S scenery has at various times had a few people for sale--mostly crew members that were excellently painted. They also sold a small package of street people--they all looked underfed. I used one in a storefront window--made an excellent store dummy.

Both the Artista and Railmaster figures have been available painted and unpainted.

I'll also second the vote for the MTH 'simple' figures. If you have the patience to paint 25 of the same pose with different colors, you can populate several revenue producing passenger cars. I made the mistake of selling off my standing people. Just paint them too, and use a heavy duty wire cutter and chop off anything below the waste and then put one or two in the isle. The view from the outside is fine.

But we probably have forgotten the best figures that could only be obtained only if you attended Jamie's auctions--Zombies! I have one unfortunate sole who lost his life in my freight yard. He wasn't hit by a train, but by a bolt of electricity from my DCC system so he will forever be standing there near the call box in the yard.

Ed, I agree that Arttista should be the first stop for accurately scaled figures. A nice selection of railroad and non-railroad types, at $5-6 for painted, $3-4 for unpainted: http://arttista.com/

Here are a few other sources I've used (alphabetic order):
- American Models -- they look like remakes of the old LLedo line, painted for $5 each. Find them under their Accessories link - Aspen Modeling Company -- excellent detail, but only unpainted figures at $5 each: http://theaspenmodelingcompany.com/SScaleFigures.html - MTH Rail King -- I don't see these on their web site currently, but in the past I've found their "12 Piece Figure Set" #1 & #2. No scale designation on the package, but they're very close to S, more seated figures than standing.
