  Ed, I agree that Arttista should be the first stop for accurately scaled 
figures. A nice selection of railroad and non-railroad types, at $5-6 for 
painted, $3-4 for unpainted: http://arttista.com/

  Here are a few other sources I've used (alphabetic order):
  - American Models -- they look like remakes of the old LLedo line, painted 
for $5 each. Find them under their Accessories link
  - Aspen Modeling Company -- excellent detail, but only unpainted figures at 
$5 each: http://theaspenmodelingcompany.com/SScaleFigures.html 
  - MTH Rail King -- I don't see these on their web site currently, but in the 
past I've found their "12 Piece Figure Set" #1 & #2. No scale designation on 
the package, but they're very close to S, more seated figures than standing. I 
paid $30 for the set of 12, painted.
  - SHS -- sells railroad types in sets of two (eg, engineer & fireman), $6 a
