I wonder if you used an open type nut driver, but gave a "sqeese" with pliers,
or a vise to reduce the opening. Or file the opening on a smaller driver.
You might go nuts trying though.

We had to special order nut drivers for the 2-8-0. They are 1.6mm and
impossible to find in the US. We still have some if that will work, but I
suspect they might be a bit larger.
