You are right. The loco was on a side track next to the car being moved. As you can see in the photo, there is a pocket on each side of
the tender where they would the (Bar,Pole) nd mate it to the pocket on the car being moved. As you said they were very dangerous because of the slack problem that would cause the bar to fall out of the pocket.

Probably was a "pole" for switching. Very dangerous to use, was eventually outlawed. Note that "older" cars and tenders also had round indented sockets on their corners, for the pole. Probably on loco fronts as well.

Rusty,Noticed that behind the lead trucks is a tube with slots on each side. Do you have any idea what it was used for, or is this a subect for the SP Convention?
