Hi Ed:
The problem is the gauge. The truck tuner is designed to fit into both journals 
- even as it clears out one at a time - so that it's held perpendicular to the 
journal it's clearing. This also makes it easy to control the depth of the cut.
Yes, the HO truck-tuner could be used - one would need to cut it in half and 
add a piece of brass tubing to it, and regauge/epoxy the two pieces of the 
truck-tuner in place. But easier - and probably more accurate - to have someone 
in the know machine one specifically for S.
