Turn your world upside down. The spring (spacer) plate is glued to the bottom 
of the side frame on the ovoid shaped plate there (Fig 2c of the instructions 
shows this if you peer hard at it). Three springs are placed in the plate not 
six as per prototype as this would be too firm. The bottom of the bolster bears 
on the tops of the springs. Richard Hendrickson just published a great info 
piece on trucks in the Model Railroad Hobbyist May issue -- worth a read. Hope
