I'll surmise this to be from when Barney was working in the '70s.  NWSL offers 
wheelsets that appear to meet this standard, beyond that, I plead ignorance.

IIRC, it is the "Fine Scale" thing like Barney Daehler followed when he was 
with us.  Wheels are narrower, flange clearances are tightened up, etc.

    Forgive for asking this question, but I must have been on vacation in the 
rain forest lately and missed the memo. Just what is "Proto-64" as it applies 
to S standards? Can someone please explain this new nomenclature to me,or is 
this just a new nickname for an old item?  Thanks   Lee McCarty
