I have been looking into converting a Bachmann On30 mogul to S scale. Seems like the perfect shortline or branchline (a.k.a. Wabash). The Litchfield and Madison had a couple that fit the general outline well. I've been kicking around this as a possible locomotive for a 1900 to 1910 setting.
Grandt Line still lists the frame overlays (7014) and new axles (7015) for On3 conversion. I've heard of some On3 modelers convert using the provided Bachmann axles and filled in the resulting dimples with epoxy. My thought is to use the Grandt Line On3 axles and do the epoxy trick. Within the past year in Model Railroad Hobbyist I saw a New Zealand mogul conversion with a lowered cab. It might have been a 2-6-2. My concern is that the tender and cab might be a little chubby.
