AF back-to-back wheel spacing will vary depending on the vintage of 
the wheels. Generally, earlier wheels seem to have thinner flanges 
than later wheels, allowing more inside clearance (assuming the  
actual gauge is correct.) If you compare closely the wheels of 
Gilbert rolling stock made over 20 years, you'll notice several 
design changes in the wheel molds. Also, as the molds began to wear 
out, wheel trueness got kind of inconsistent, making accurate 
measurements a problem.

I tend to prefer adjusting the wheel gauge by setting the outside of 
the flange to leave just a slight amount of play between the flanges 
and the rails when the wheelset is riding precisely gauged track. The 
amount of play I end up with tends to be less than the factory 
allowed. I let the back-to-back clearance fall where it will.
