Tim: that is not a common rail system. A common rail system has one rail that is unbroken, i e has no gaps in it, and polarity is reversed in only one rail with an SPDT switch, except for reverse loops and wyes.
I assume you actuate action cars with a double pole push button that momentarily feeds AC(base post) to one rail and a fixed voltage to the action car third rail.
