I believe Gilbert discovered the hard way that there should be a piece of aluminum foil over each headlight in the New Haven electrics. The 499 didn't have them, but its successor, the 21573, did.
Cut pieces from an aluminum takeout food container to fit inside the hoods over the bulbs. Glue them in place with dots of silicone (the sealer, not the WD-40.) Always use 18 volt bulbs in diesels, especially GP-7s, and New Haven electrics. These run cooler than the 14 volt ones. Try to find the old 1447 bulbs, which are shorter than the current imports.
