The gauge between the rails is 7/8 of an inch. So the gauge between the wheels is
about 13/16 of an inch or slightly less.
  Well ---- Actually you don't use glue. It is supposed to be a press fit.
If the wheel is real loose on the axle I would try crazy glue first.  Any oils will
prevent the glue from sticking.
  Another way;   If you can slide the wheel off the axle then put a dimple or 2 on to
the axle with a center punch then press the wheel back on over the dimple might work.

   I know ---  Real tricky.
